Lewis is the Manager of Allia Future Homes, based in Cambridge, which works with homeless charities, landowners and funders to develop high quality "sustainable modular home communities". For single people previously homeless of all ages, including former rough sleepers. With a strong commitment to near net zero and quality homes and community design. Allia recently led on the creation of two such communities for former rough sleepers in Cambridgeshire, and are co-ordinating the delivery of their third community with charity CHESS of 24 new homes in Chelmsford in 2024. As well as developing potential sites in other cities including Bristol, Leeds, Norwich and Nottingham, plus a target to achieve a first London community too. Lewis was previously a local Councillor for 25 years, including six years as Greater London Councillor for West Lewisham. As recent Leader of Cambridge City Council he won the funding needed for a programme which has so far built over 500 quality affordable rent council homes. Lewis has also trained council planners for the last 20 years, and before that implemented local authority and social enterprise reuse and recycling schemes over 25 years from 1981.
